Rules on antiepidemic measures concerned with self-isolation
1. This Procedure determines the procedure and grounds for anti-epidemic
measures related to self-isolation of persons who may contribute to the spread of
infectious diseases or are at risk of complications or death of acute respiratory
disease COVID-19 caused by coronavirus 2 SARS-CoV (hereinafter - COVID-19).
2. Self-isolation is carried out in order to prevent the spread of COVID-19 in
Ukraine and reduce the number of patients with severe COVID-19.
3. Persons in need of self-isolation are:
- 1) persons who have had contact with a patient with a confirmed case of COVID-19, except for persons who used personal protective equipment in the course of their duties in accordance with the recommendations for their use;
- 2) persons suspected of being infected or persons suffering from COVID-19 in a mild form and not requiring hospitalization;
In agreement with the attending physician or an employee of the Ministry of
Health of the epidemiological profile, a person in need of self-isolation shall enter
the information provided for in subparagraphs 1-8 of paragraph 8 of this
Procedure, independently using the mobile application (hereinafter - mobile
application).
6. The attending physician determines, on the basis of industry standards in the
field of health care, the period of self-isolation of a patient with COVID-19 or a
person suspected of being infected with COVID-19.
The period of self-isolation is 14 days for persons who:
7. The obligation to self-isolate terminates automatically after the end of the self-
isolation period.
The established period of self-isolation may be changed in accordance with
industry standards in the field of health care by persons specified in paragraphs two
to four of paragraph 5 of this Procedure.
8. In the case of a self-isolation obligation, information shall be entered into the
system on:
- 1) surname, name, patronymic of the person;
- 2) to become;
- 3) date of birth;
- 4) the place of self-isolation determined by the person (in case the person does not provide information about the place of self-isolation, the place of self-isolation is considered to be the registered place of residence of the person);
- 5) registered place of residence of the person;
- 6) means of communication (telephone number);
- 7) place of work, study, children's institution and their addresses;
- 8) the ability to provide personal care;
- 9) state of health (including the course of symptoms of COVID-19, the results of studies by the method of polymerase chain reaction, whether the patient is hospitalized);
- 10) contact persons (if any);
- 11) the period of self-isolation.
What is the algorithm for stopping self-isolation?
1. Choose your laboratory from those who have access to the electronic system of
the Center for Public Health of Ukraine. List.
Pay attention! Laboratories that do not have access to the CCGT system cannot
enter test results to cancel self-isolation. The list of institutions may change. View
updates on the day you visit your chosen lab.
2. In the laboratory, fill in the consent for data processing. If you have crossed the
border in the last 14 days, indicate this in the questionnaire, together with the date
of arrival in Ukraine. Enter the phone number you used to install the Home Action
application.
3. The laboratory will enter the test result into the electronic system of TsGZU.
The information is automatically synchronized with the "Action at home" service.
4. If the result is negative, the service "Action at home" will notify you of permission to stop self-isolation.
PROCEDURE FOR RESTRICTIVE ANTI-EPIDEMIC MEASURES
Depending on the epidemic situation on the territory of Ukraine as a whole
or on the territory of the Autonomous Republic of Crimea, Vinnytsia, Volyn,
Dnipropetrovsk, Donetsk, Zhytomyr, Zakarpattia, Zaporizhia, Ivano-Frankivsk,
Kirovohrad, Kyiv, Luhansk, Lviv, Mykolaiv, Odesa, Poltava, R Sumy, Ternopil,
Kharkiv, Kherson, Khmelnytsky, Cherkasy, Chernivtsi, Chernihiv regions, Kyiv,
Sevastopol (hereinafter - the regions) is set «green», «yellow», «orange» or «red»
level of epidemic danger of COVID -19 (hereinafter - the level of epidemic
danger).
In the regions where the "red" level of epidemic danger is established, in addition
to restrictive anti-epidemic measures it is prohibited:
- 1) reception of visitors by business entities engaged in catering activities (bars, restaurants, cafes, etc.), in addition to catering services with targeted delivery of orders and takeaway orders and catering establishments at airports;
- 2) reception of visitors in shopping and entertainment centers, except for reception of visitors in the establishments specified in subparagraph 4 of this paragraph;
- 3) reception of visitors in other establishments of entertaining activity;
- 4) the work of catering establishments and places for meals in hotels from 11 a.m. to 6 a.m. the next day, except for the provision of catering services in a hotel room at the request of clients;
- 5) activities of non-food markets;
- 6) attendance of educational institutions regardless of the form of ownership by its applicants, except for applicants of preschool educational institutions, special educational institutions and students of grades 1-4 of general secondary education institutions;
- 7) regular and irregular transportation of passengers (boarding and disembarking) by road, rail, except for transit and transportation by car, the number of passengers, including the driver, in which no more than five people, excluding children under 14 years.
ALGORITHM OF ACTIONS FOR PERSONS IN CONTACT WITH COVID-19 PATIENTS
According to the Resolution of the Cabinet of Ministers of Ukraine "On quarantine to prevent the spread of acute respiratory disease SARS-CoV-2 in Ukraine, and stages of mitigation of anti-epidemic measures" persons who had contact with a patient with a confirmed case of COVID-19 are OBLIGATORY FOR A PERIOD OF 14 DAYS.
The decision on self-isolation of contact persons is made by the family doctor after carrying out epidemiological investigation. For the period of self-isolation a certificate of incapacity for work is issued, which is paid in the amounts and in the manner prescribed by law for persons recognized as temporarily incapacitated due to illness. During self-isolation, daily temperature measurement and complaint assessment are recommended. In addition, industry standards in the field of health care establish the need for PCR testing of contact persons on the first and fourteenth days or ELISA IgM testing on the fourteenth day. Testing is performed by a doctor and a nurse who provide primary care. The doctor also enters information about people who need self-isolation in the electronic service "Act at home".
